Important Update for O‘ahu STR & NUC License Holders

As of August 4, 2025, the City and County of Honolulu has transitioned all Short-Term Rental (STR) license registrations and renewals to a new online system called HNL Build.

What This Means for STR License Holders

  • All new STR license applications and renewals must now be completed through the HNL Build platform.

  • To get started, you will need to create an account. You can access the site here.

  • Going forward, all STR license activity will be managed exclusively through this system.

What This Does Not Apply To

The new HNL Build process does not apply to:

  • Properties located in resort zones

  • Properties operating under a Nonconforming Use Certificate (NUC)

For these, the current NUC process remains unchanged.

NUC Holders: Renewal Process

  • The Department of Planning and Permitting (DPP) has announced it will email direct renewal links to all currently registered NUC holders in August 2025.

  • Please watch/search for this communication and complete your renewal promptly once received.

Renewal Deadline

  • The renewal deadline for NUCs is October 15, 2025.

  • Failure to renew on time may result in late fees or loss of NUC status.
